Trilogue meeting between the budget negotiators of the Parliament and Council on the 2014 and 2015 budgets.

Committee on Development (DEVE). On the agenda: consideration of draft opinion on the Annual Report on Human Rights and Democracy in the World 2013 and EU policy on the matter; exchange of views on the work of the ACP-EU Joint Parliamentary Assembly; exchange of views with Neven Mimica, Commissioner for International Cooperation and Development; vote on the Sustainable Fisheries Partnership Agreement with Senegal.

Committee on Budgetary Control (CONT). On the agenda: exchange of views on special report ‘Integration of EU water policy objectives with the CAP: a partial success’, exchange of views on discharge 2013 EU general budget; financial rules applicable to the EU general budget.

Committee on Foreign Affairs (AFET). On the agenda: debriefing on the general elections in Moldova on 30 November; exchange of views on the Neighbourhood Policy with a delegation of the European Affairs Committee of the Bundestag.

Committee on Budgetary Control (CONT). On the agenda: exchange of views and special reports on the discharge of the 2013 EU budget.

Committee on Civil Liberties, Justice and Home Affairs (LIBE). On the agenda: discussion and vote on a resolution on migration and fair sharing of responsibilities among member states; conclusions of the Italian Presidency in the area of Justice and Home Affairs; report on the EU agency for law enforcement training.

Council of Ministers

Monday 8 December

Extraordinary Eurogroup meeting on the assessment of the euro area member states’ draft budgetary plans, followed by a regular Eurogroup meeting.

Tuesday 9 December

Economic and Financial Affairs Council (ECOFIN). On the agenda: the Council will try to reach agreement on the parent subsidiaries directive; an update on the state of play on the Financial Transaction Tax; a report by the Commission and the EIB on the work of the investment task force; a Commission presentation on its investment plan; a follow-up discussion on the Europe 2020 review; discussion of the Annual Growth Survey; briefing on the Brisbane G20 meeting.

Transport, Telecommunications and Energy Council (TTE) (Energy). On the agenda: policy debate on follow-up to the 2030 climate and energy framework decided on the October European Council; adopt conclusions on the completion of the internal energy market; debate on mid-term review of the Europe 2020 Strategy; briefing on recent developments in the field of external energy relations.

Thursday 11 December

Employment, Social Policy, Health and Consumer Affairs Council (EPSCO) (Employment and social policy). On the agenda: reach a general approach on the European Employment Services network EURES; exchange views on investing in youth through education and skills; reach a general approach on the women on company boards directive; orientation debate on the equal treatment directive; briefing on the latest developments concerning the maternity leave directive; presentation of the annual growth survey 2015 by the Commission.

Friday 12 December

Foreign Affairs Council (FAC) (Development cooperation). On the agenda: discussion of the next steps regarding the post-2015 framework on sustainable development; adopt conclusions on migration in EU development cooperation; discussion of EU’s response to Ebola with EU Ebola Coordinator Christos Stylianides; get updated on the new EU action plan on gender in development cooperation.

Education, Youth, Culture and Sport Council (EYCS) (Education and youth). On the agenda: adopt conclusions on entrepreneurship in education and training; debate on education and training in the context of the Europe 2020 mid-term; discussion on the added value of international mobility programmes in university curricula across the EU; adopt conclusions on young people’s access to rights in order to foster their autonomy and participation in civil society; discuss a cross-sectoral approach to youth policies.

President Juncker and all Members of the European Commission will be sworn in by the Court of Justice of the EU. With this solemn undertaking, the Members of the Commission promise to respect the Treaties and the Charter of Fundamental Rights of the EU, to carry out their responsibilities in complete independence and in the general interest of the Union.
