Extraordinary Agriculture Council meeting
Prompted by growing concern about the economic crisis and its impact in the dairy and livestock sectors, the Council will hold a debate on the state of play of agriculture markets in the EU. In this regard, the impact on the EU market of the import ban on EU agricultural products imposed by Russia will also been discussed by ministers.

Finance ministers of Eurozone countries will discuss the state of play regarding Greece, the Banking Union, hold a thematic discussion on growth and jobs: follow up to services reform, and discuss financing and macro-economic stability developments in the euro area.

Expo Milan Seminar ‘New challenges, new generation’
The seminar aims at shedding the light on the state and needs of young and new farmers as they are key actors in the context of the political agenda on jobs and growth, and offers the opportunity to gather insights from the stakeholders on the situation of the generational renewal in the EU agricultural sector. It will feed into the ongoing work on preparing a vision for the European Commission in the agricultural sector.

Commissioner for Trade Cecilia Malmström hosts the trilateral EU-Russia-Ukraine talks about the Deep and Comprehensive Free Trade Area (DCFTA) of the EU-Ukraine Association Agreement, with Pavlo Klimkin, Minister for Foreign Affairs of Ukraine, and Alexei Ulyukaev, Minister of Economic Development of the Russian Federation, in Brussels.

Back to base conference
The official closing of the pilot phase of the EU Aid Volunteers initiative. Former EU aid volunteers and representatives from sending and hosting organisations will gather to acknowledge the contribution of volunteerism to the humanitarian effort, discuss current themes in the humanitarian field, and to discuss the future deployment of EU aid volunteers as of 2016. Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides will close the event.

President Jean-Claude Juncker hosts a working lunch with the Permanent Representatives of the Member States.

End of mandate event: Is change still possible in Europe? 
The conference, marking the end of the EESC 2010-2015 mandate, will discuss the need for a fresh impetus and new legitimacy for the EU. It includes a roundtable on ‘Why changing the European Union’, presents, under the header ‘Civil society, the engine of change: inspiring examples’ discussions on successful civil society projects, and closes with a roundtable on ‘How can the EU bring about change?’.

Tuesday 8 September

Wednesday 9 September

Conference The territorial impact of EU policies – a consistent and inclusive approach
Final conference of the project ‘Towards a more balanced territorial development in the EU’. The final goal of the project is to enshrine a horizontal, across-the-board principle applying to every policy decision with a geographical dimension, to assess its territorial impact. Decisions harming the territorial balance by increasing urban concentration should be subject to an impact assessment.

Round table on functional economy
Following on the large number of opinions during the EESC 2010-2015 mandate on subjects relating to new production and consumption patterns, the only theme still to be discussed by the Consultative Commission for Industrial Changes is functional economy, defined as the sale of use rather than of ownership. The roundtable will discuss the incorporation of this subject in the ‘New attitudes towards consumption’ project.

Hearing: Nanotechnology for a competitive chemical industry
The hearing will provide input for an opinion that will address the possibilities, opportunities and risks of nanotechnology for the chemical industry, and discuss nanotechnology’s contribution to a sustainable industrial policy, including its economic, social and environmental aspects.

Section for Economic and Monetary Union and Economic and Social Cohesion (ECO)
Opinion on EU Strategy for the Alpine region; Presentation of the European Citizens’ Initiative ‘An end to front companies in order to secure a fairer Europe’.

Study Group on the EU Action Plan against migrant smuggling

Thursday 10 September

Conference The implementation of the UN CRPD by the EU – the way forward
The conference in Thessaloniki, organized by the ad Hoc group on Disability, will assess the impact of the UN Committee on the Rights of Persons with Disabilities concluding observations. The UN Committee issued its concluding observations on the EU at the beginning of September. The conference will focus on how the concluding observations can be put into effect when adopting and reviewing EU legislation, and the impact of the economic crisis on the implementation of the UN CRPD in Europe.

Section for External Relations (REX)
Adoption of the draft report on The situation of women in the Euro-Mediterranean region; adoption of the draft opinion on Energy – a factor for development and a deeper accession process in the Western Balkans.

Including physical activity as part of the EU urban agenda. Public conference to: identify and highlight good practices in Europe, whilst singling out factors of success; show how active cities can be an asset for the population and the city itself; explore opportunities to integrate physical activity as part of the “EU Urban Agenda”; draw concrete and operational recommendations directed at European institutions, national governments and cities.

Conference on Diversity and Multilingualism in Early Childhood Education and Care
The conference aims to discuss the different dimensions of the Quality framework for early childhood education and care (ECEC). Particular emphasis will be placed on the language development and the valorization of diversity in ECEC. The conclusions of the conference will be presented at the 23-24 November Council Meeting on Education.

Presentation of FRA survey on violence against women at the European Conference on Domestic Violence in Belfast. The conference aims at raising awareness of domestic violence, promoting the evidence base informing policy and practice developments relating to domestic violence.

Council Terrorism Working Party discusses Islamophobia
Speakers from FRA, Europol and the Radicalisation Awareness Network (RAN) will provide the latest information on the nature and extent of Islamophobia in the EU and its implications on policies addressing terrorism, particularly the phenomenon of foreign terrorist fighters. The Working Party is tasked with discussing operational aspects of counter-terrorism policies in the EU.
