Interparliamentary committee meeting ‘State of Play of the Common Foreign and Security Policy’
Organised by the European Parliament’s Committee on Foreign Affairs (AFET). The meeting will focus on the way forward for the Common Foreign and Security Policy (CFSP). To this end, Federica Mogherini, Vice-President of the Commission/HighRepresentative has been invited to discuss the next steps in the implementation of the Global Strategy. Monday 7 November
Start of the Conference of the Parties to the UNFCCC (COP22) in Marrakesh
The 22nd session of the conference of parties to the United Nations framework convention on climate change (COP22) will be held in Marrakech from 7 to 18 November 2016. COP22 will take over the reins from COP21 during which important progress was made. It will focus on action items in order to achieve the priorities of the Paris agreement, especially related to adaptation, transparency, technology transfer, mitigation, capacity building and loss and damages. The COP22 will be the forum to underline the specificity of the Mediterranean area and move towards a common climate change agenda for the region.

Eurogroup
The Eurogroup will discuss euro areas aspects of the Banking Union, including a hearing on the Single Supervisory Mechanism and a presentation on the Single Resolution Board; hold a thematic discussion on growth and jobs: national insolvency frameworks; be briefed on the ongoing second review of Greece’s financial assistance programme and technical assistance provided to the Greek authorities to date by the European Commission’s structural reform support service (SRSS); be be informed on the findings of the post-programme surveillance missions to Cyprus and Spain; and be informed on inflation developments by the the European Commission and the European Central Bank.

Foreign Affairs Council on Trade
The Foreign Affairs Council will discuss the modernisation of the EU’s trade defence instruments and the new anti-dumping methodology, following the European Council meeting that called for a balanced Council position on trade defence instruments by the end of 2016; Ministers will discuss the WTO and the post-Nairobi process; take stock of negotiations on the Transatlantic Trade and Investment Partnership (TTIP); and sign, together with Ecuador, the Protocol of Accession of Ecuador to the EU-Colombia/Peru Trade Agreement.

7th strategy forum of the EU Strategy for the Baltic Sea region
The event, entitled ‘One region, one future – Vision 2030 for the Baltic Sea region’, is hosted by Sweden together with the Nordic Council of Ministers, in close cooperation with the European Commission, Directorate General for Regional and Urban Policy. 800 stakeholders from all around the Baltic Sea region will gather to discuss the future of the region within a 2030 perspective. We expect two inspiring days to discuss the development and cooperation in the Baltic Sea region on a wide range of themes ranging from the economic state of the region, the environmental state of the Baltic Sea, digital markets, innovation, connectivity to youth social entrepreneurship.

3rd meeting of the EU-Ukraine civil society platform

The EU-Ukraine civil society platform, established in April 2015, complements the political bodies existing within the framework of the EU-Ukraine association agreement. It allows civil society organisations from both sides to monitor the implementation process and prepare its recommendations to the relevant authorities. At the meeting in Kiev, a debate will be held assessing the state of play in the implementation of the EU-Ukraine association agreement, and two reports, prepared by both sides, will be discussed and adopted – on labour market regulation, with a focus on the adaptation of Ukrainian labour legislation to the EU legislation, and on anti-discrimination legislation and practice, with regard to the rights of vulnerable groups in the context of the association agreement. A joint declaration will be adopted at the end of the meeting.

Conference Cork+20: leaving rural areas behind is no longer an option!
The first Cork Declaration, adopted in 1996, forthrightly requested ‘a fairer balance’ of public spending and investment between rural and urban areas. But, in the new Cork 2.0 Declaration adopted in 2016, there is only one concrete proposal with the potential of a meaningful impact: the ‘rural proofing’, which aim would be to “systematically review other macro and sectorial policies through a rural lens”.This joint conference has the objective to discuss with the Commission, the Parliament and the Council – under the rotating presidency of Slovakia – the current state of rural territories, 20 years after the first Cork declaration; and to urge them to come up with concrete measures on how to implement the ‘rural proofing’ of all EU policies, which will imply the review of EU structural and regional strategies.

Conference Cooperative banks and innovation in SME financing
The European Economic and Social Committee (EESC), the International Confederation of Popular Banks, the European Association of Cooperative Banks, the UNICO Banking Group, and the European Association of Craft, Small and Medium-Sized Enterprises are organising this conference, to bring to the forefront the rise of technology players in financial services. The focus will be on the SMEs’ financing and on the interaction between these new players and the cooperative and popular banks.

Public Hearing on the EFSI 2.0
The European Commission has decided to put forward a proposal for a regulation that would extend both the duration and the scope of the European Fund for Strategic Investment (EFSI). A key element of the proposal is to reinforce the additionality of the projects supported under the EFSI to enhance the geographical coverage and reinforce the take-up in less-developed regions and transition regions. The proposal also envisages a number of technical enhancements for the EFSI and the European investment advisory hub (EIAH). The European Economic and Social Committee (EESC) is currently working on an opinion on the proposal on extending EFSI. In this framework.

Monday 7 November
Consultation Bridging the investment gap
Investment in key areas has decreased as a direct result of the crisis. Relaunching investment in our cities and regions is thus crucial and we need to work on removing the obstacles that hold Europe back. For this reason, the European Committee of the Regions (CoR) has made kick-starting sustainable investment one of its key political priorities and is working on an overall vision for smart investment. This opinion is a stepping stone in this process. The opinion seeks to take on a holistic approach to investment: when speaking about investment, we need to consider all forms of funding. The meeting will discuss how local and regional authorities can make the most effective use of all investment opportunities and financial means to maximise the return on their investment, for both citizens and businesses.

EU cohesion policy: academic views on the way it is governed
For about 40 years, EU cohesion policy has operated as the Union’s main investment policy addressing economic, social and territorial cohesion across different levels of government. The way it is governed at all levels does not only impact significantly regional development and labour market policies, institutional behaviour, policy learning and transfer, it also triggers continued research by economic, social and political scientists. Upon the occasion of their recently published “Handbook on Cohesion Policy in the EU”, its editors will discuss with a representative of the European Commission what the EU cohesion policy’s narratives are and how have they changed over time.

Conference ‘Ensuring cross-border justice for all in the EU sharing practices and experiences from the ground’
This conference aims to contribute to ensuring fair, effective and accessible cross-border justice for all in the EU by exchanging and learning from real-life practices and experiences. Over 100 representatives from EU institutions, national governments, legal professionals, national human rights institutions and other ‘access to justice’ actors will be invited. They will exchange promising practices and gather evidence in order to develop practical suggestions on how to strengthen cross-border access to justice for all. These concrete and practical suggestions will be part of the Conference report.
