Interinstitutional Conference on the Future Financing of the European Union
The Conference will bring together parliamentarians from all Member States, representatives of the European Institutions and members of the High Level Group on Own Resources to debate and assess key issues of European public finance and in particular the future of the financing of the EU budget. In order to make meaningful recommendations by the end of 2016, taking into account the views expressed in particular by national parliamentarians, the Group is eager to have an in-depth exchange of views.

G20 leaders will meet in Hangzhou, China. European Council President Donald Tusk and European Commission President Jean-Claude Juncker will represent the EU at the summit. The theme of the summit is ‘Toward an Innovative, Invigorated, Interconnected and Inclusive World Economy’. The four sub-themes are ‘breaking a new path for growth’, ‘more effective and efficient global economic and financial governance’, ‘robust international trade and investment’, and ‘inclusive and interconnected development’.

Friday 9 September

Discussion on Financial and macroeconomic stability developments in the euro area, including monitoring of individual member states; State of play in Greece; Thematic discussion on growth and jobs: Quality of public finances, spending reviews; Preparation of the G7 meeting, including a discussion of exchange rate developments.

Meeting of EU southern states in Greece
Prime Minister of Greece Alexis Tsipras has invited leaders of France, Italy, Spain, Portugal, Cyprus and Malta to Athens for a conference to discuss the common challenges facing the EU with special a focus on austerity, fiscal discipline and migration. They will explore Tsipras’ idea for an “Alliance of Europe’s South” to push for a pro-growth agenda.

Exactly 20 years after the European conference in Cork which concluded with the signing of the Cork Declaration on Rural Development, the EU Commissioner for Agriculture & Rural Development organises a second European conference on rural development in Cork, which aims to bring together stakeholders to discuss current and future challenges of farming and rural areas, as well as potential policy responses.

Single market forum 2016-2017 stakeholder conference: What can a Services Passport achieve?
With this conference, the Commission wishes to gather views and exchange ideas with stakeholders about the Services Passport initiative, in particular on the various policy options that could be envisaged to address the identified difficulties: the possibilities to simplify administrative requirements that service providers have to comply with when they want to start the cross-border provision of services; the opportunity and means to address obstacles of a regulatory nature, to facilitate the access of service providers to another EU country’s market; and the solutions to ensure the better integration of insurance requirements for service providers across the EU.

EU Cohesion policy regions: the potential of biomass to bio-based products
This KEP Bioeconomy Event will address the key issue for the development of sustainable European bioindustry, which is biomass supply, and concretely on high potential of (non-food) biomass which is currently not sufficiently exploited (due to technical and regulatory bottlenecks) especially in certain EU geographical areas. The workshop will focus on the Central and Eastern European regions and is organised under the umbrella of the «Knowledge Exchange Platform (KEP)» by European Commission DG Research and Innovation in cooperation with the Committee of the Regions.

COTER Seminar on Overcoming Barriers to Economic Development – A Remote Island Perspective
The objective of the seminar will be to create a greater understanding of peripheral issues faced by islands and other remote communities and thus to draw evidence of the state of play of Cohesion in the EU.  The seminar should also inform the ongoing assessment of the application of the EU objective of Territorial Cohesion as well as the thinking on the future shape of EU programmes and the future of EU Cohesion policy. Sessions include ‘Seeking local solutions to overcoming barriers to economic development in remote areas’ and ‘Strengthening the territorial approach in EU policies for remote areas’.

International Conference: Transition to the Green Economy
In the framework of the Slovak Presidency of the Council of the EU, the Slovak Ministry of the Environment is organising an international conference on the ‘Transition to the Green Economy (T2gE)’. With this event, the Ministry aims to attract the attention of experts, politicians, senior EU officials, international organisations, universities, research and science experts, the business sector and civil society and to create a space for informed discussion of the key questions on the transition to a green economy. The Slovak Presidency plans to present the outcomes of the event at a meeting of the environment ministers of OECD member countries and at a meeting of the Environment Council.

MED Conference: Climate action in the Mediterranean
Climate change is expected to severely impact the MENA region and tackling climate change is therefore a key priority both for the Mediterranean countries’ governments and for their international partners. After the historic agreement reached in Paris last November and in the run-up to the COP 22 in Marrakesh, the “EIB MED Conference: Climate Action in the Mediterranean” will focus on climate change adaptation, mitigation and climate finance. The conference includes three consecutive sessions: Session I – From Paris to Marrakech – The road travelled since COP21; Session II – Increasing support for adaptation: Why it matters in the MED region; Session III – Climate Finance.

PACE Legal Affairs and Human Rights Committee
The committee will organise a hearing on “Human Rights compatibility of investor-State arbitration in international investment protection agreements”. It is also due to adopt reports on co-operation with the International Criminal Court and on “Legal remedies to human rights violations on the Ukrainian territories outside the control of the Ukrainian authorities”.

Wednesday 7 September

PACE President Working visit to the Russian Federation
Pedro Agramunt is to make a working visit to Moscow, accompanied by the leaders of the Assembly’s five political groups. The delegation is due to meet the Speaker of the State Duma Sergey Naryshkin, as well as other leading members of the Russian parliament.

A seminar on combating racism, hatred and intolerance will be held in Paris, in the framework of the activities of the PACE No Hate Parliamentary Alliance. Participants will include, in particular, the Chairperson of the National Advisory Committee on Human Rights; the Governmental representative on combating racism and anti-Semitism (Dilcra); and the member of the European Commission against racism and intolerance (ECRI) in respect of France.

Friday 9 September

Conference on Internet Freedom: a constant factor of democratic security in Europe
In the last years Internet freedom has emerged as an important priority in foreign policy agendas of several European and non-European states. The conference seeks to promote the Recommendation of the Committee of Ministers to member States on Internet freedom, and to examine best practices and examples regarding its implementation by member States. Experience of non-governmental organisations which report on Internet freedom will be also showcased and discussed. Conference organised by the Estonian chairmanship of the Council of Europe, the Council of Europe and the OSCE.

PACE Equality and Non-Discrimination Committee
The committee will organise hearings on cyber-discrimination and online hate, and on women in public space. The committee is also due to adopt reports on female genital mutilation in Europe, and on “Promoting the inclusion of Roma and Travellers”.
