Energy Union plans leaked

Leaked versions of an internal document on the European Commission Energy Union Strategy reveal that the Commission’s plans for an Energy Union are rather unambitious.

Because the 2030 renewable and efficiency targets are only binding at the EU level and not at the national level, EU leaders agreed on a governance and monitoring system to reach the targets.

The leaked plans indeed include monitoring and reporting instruments, but no measures to enforce governments to stick to commitments. More precisely, a monitoring system is proposed which includes 1) single integrated national plans for the post-2020 period and 2) biennial reports on the implementation of national plans.
