European Commissioner for Education, Culture, Youth and Sport, Tibor Navracsics, will attend the opening ceremony of Wrocław 2016 on 16-17 January. Wrocław 2016 will be an opportunity to discuss the metamorphosis that only culture can make possible when it is based on heritage, multiculturalism and openness.

Conference ‘RRI shaping new horizons: Responsible research and innovation in Europe and across the world’ The EESC and the projects GREAT, ResAgora, Responsibility and Progress (Go4 projects) are organising a conference on Responsible Research and Innovation (RRI), a governance approach that supports the Innovation Union. The conference aims to highlight work undertaken by the EESC and the GO4 projects’ consortiums and stimulate debate, addressing the interplay between RRI and Commissioner Carlos Moedas’ key priorities of “Open innovation, open science and openness to the world”, will be addressed. The Go4 projects will present their findings and highlight current practice and factors that influence the success of RRI.

Briefing on The European Investment Project portal and the European Investment Advisory Hub: what’s in it for regions and cities?
With speakers from DG ECFIN and the EIB, this briefing will enable participants to understand two key initiatives under the Pillar II of the Investment Plan for Europe: the European Investment Project Portal and the European Investment Advisory Hub, and crucially, what’s in it for regions and cities. The European Investment Project Portal (EIPP) is a web portal enabling EU-based project promoters to publish their projects and to reach potential investors worldwide. The European Investment Advisory Hub is a joint initiative by the European Commission and the European Investment Bank, offering a single access point to a wide range of advisory services.

Promote the multidisciplinary approach in addressing migrant smuggling
Experts on human trafficking from all 28 EU member states meet at this conference to share their knowledge and experience. The focus is on the benefits of multidisciplinary cooperation to counter migrant smuggling. Tracing the entire route travelled by migrants makes it possible to identify where barriers can be erected to deter human trafficking. The conference also considers the European Commission’s Action Plan Against Migrant Smuggling (2015-2020) and a study by the European Migration Network on routes used to smuggle migrants.

Thursday 14 – Friday 15 January

Research Working Party and ERAC Plenary meeting
Meeting of the Council Working Group on Research followed by a meeting of the European Research and Innovation Committee. The first is a meeting of representatives of the member states conducting negotiations in Brussels in preparation for the Competitiveness Council. The second meeting is of ERAC, the EU’s leading expert group, comprising representatives of the member states and associated countries, that advises the Commission, Council and member states on research and innovation policy. Each Presidency holder usually organises a meeting in its own country of the Working Party on Research and the European Research Area and Innovation Committee.

Exploring the implementation of the EU Victims’ Rights Directive
FRA will give a presentation during an EU-funded event in Lisbon, that will explore the implementation of the EU Victims’ Rights Directive. The event draws together victim support stakeholders from around the EU to discuss the transposition of the Victims’ Rights Directive. The discussions will also cover how economical, historical and social backgrounds in Member States influence and shape this process. Best practices will also be explored. The event is part of the EU-funded IVOR project (Implementing a victim-oriented reform of the criminal justice system of the EU).

European Movement International and the European Citizens Action Service Joint Event
Security or Rights – does it have to be an either-or question?

Against the background of the recent terrorist attacks in Europe, the security-rights dilemma is now more heated than ever. The European project, long praised for its four fundamental freedoms, is evolving towards an increasingly protective system where borders, fences and security checks are being reintroduced across the EU on security grounds. In this debate, the panelists will address these questions and discuss the extent to which rights and freedoms should be sacrificed for the sake of security, and whether a Europe with fewer rights and freedoms could put the whole European project at risk.

Council of Europe Raoul Wallenberg Prize Award ceremony

The 2016 Raoul Wallenberg Prize has been awarded to Agkalia, a Greek association on the island of Lesvos, for providing frontline assistance to thousands of refugees, irrespective of their origin and religion. The Prize will be awarded by Secretary General Thorbjørn Jagland The Agkalia association will be presented by Georgios Tyrikos-Ergas. The biennial prize worth 10,000 euro was established in 2012 at the initiative of the Swedish Government and the Hungarian Parliament to reward extraordinary humanitarian achievements by a single individual, a group of individuals or an organisation.
