Launch of the Covenant on demographic change
The Covenant on demographic change will be launched on 7 December 2015, with the support of the European Commission and the EU funded AFE-INNOVNET Thematic Network. It aims at engaging local and regional authorities, and other relevant stakeholders, committed to develop environments that support active and healthy ageing and contribute to increase the healthy life expectancy, enhance independent living and well-being of older persons and create a society for all ages. The following two days, joint AFE-INNOVNET and AFEE (WHO regional office for Europe) workshops will be organised to support local and regional authorities in developing and implementing an action plan on age-friendly environments.

Putting SME internationalisation into practice – what tools are available to regions and cities?
To support SME internationalisation and attract foreign investment, a comprehensive strategy for a European economic diplomacy is currently being developed by a high-level group under the chairmanship of Commissioner Jyrki Katainen. Regional and local authorities also have a key role to play in helping their SMEs face competition, access foreign markets, and find new business partners within the EU and beyond. This seminar will provide an overview of current EU-level initiatives and tools aimed at supporting SME access to European and global markets and showcases good practices in SME internationalisation support that are developed and implemented by the regions.

Conference of the European Innovation Partnership (EIP) on raw materials and Horizon 2020 brokerage event on raw materials
This third annual conference presents a comprehensive overview of developments in the fields covered by the EIP, including successful raw materials commitments; regional approaches and investment in raw materials; and launching the 2nd call for the EIP «raw materials commitments».  The Horizon 2020 brokerage event on the 2016 Horizon 2020 calls relevant to raw materials will provide networking opportunities for new initiatives and projects.

The Luxembourgish EU Presidency will reflect upon the outcome of its term and the future two EU presidency countries will give an outlook on their ambitions.

Conference ‘Financing the Circular Economy’
Luxembourg, the European Commission and the EIB have engaged in a partnership under the InnovFin Advisory program to raise awareness in the business and financial communities, to assess future financing needs and whether the existing financial instruments are fit to support the transition to a more circular economy. The outcome of this partnership will be presented at the conference. Panel discussions will allow participants to benefit from the experience and know-how of the leading European public and private experts in the field.

Friday 11 December

Non-Compliant Jurisdictions – EIB Stakeholder Engagement Workshop
The Bank’s services will present an overview of its NCJ Policy, how it is implemented and further related developments. The presentation will be followed by a Question & Answer session.  The workshop will also be an opportunity to update participants on a number of topics.

Monday 7 December

Committee on Political Affairs and Democracy
The committee, meeting at the Senate in Brussels, will hold an exchange of views on “Foreign fighters in Syria”, with the EU Counter-Terrorism Coordinator and is due to adopt the report by Dirk Van der Maelen (Belgium, SOC) on this issue. The committee members will also consider the request for partner for democracy status with PACE by the Parliament of Jordan, and are due to adopt the report by Josette Durrieu (France, SOC) on this subject. The agenda also includes the adoption of a report on “The situation in Kosovo and the role of the Council of Europe” and a discussion on the political consequences of the crisis in Ukraine.

Tuesday 8 December

The committee is due to adopt reports on “Strengthening the protection and role of human rights defenders in Council of Europe member States” and on “How to prevent inappropriate restrictions on NGO activities in Europe”.

The committee members will also consider an information note by the co-rapporteurs for the monitoring of Georgia, Boriss Cilevičs (Latvia, SOC) and Kerstin Lundgren (Sweden, ALDE), following their fact-finding visit to Tbilisi (12-14 October 2015).

Thursday 10 – Friday 11 December

Committee on Rules of Procedure, Immunities and Institutional Affairs
The committee will organise a hearing on parliamentary immunity – challenges to the scope of the privileges and immunities enjoyed by PACE members – with the participation of a member of the Venice Commission and Deputy Minister of Justice of the Republic of Moldova. It is also due to adopt a report on the introduction of sanctions against parliamentarians. The committee will also participate in an Awareness-raising regional seminar on mechanisms to fight corruption on the theme: “Funding of political parties and electoral campaigns: legislation and control mechanisms”. The main aim of this seminar is to raise awareness among MPs on avenues of consolidation of regulations on the funding of electoral campaigns and political parties.
