The Foreign Affairs Council yesterday agreed on a new approach to Bosnia and Herzegovina (BiH). They invited High Representative Mogherini and Enlargement Commissioner Hahn to secure a written commitment from the BiH government and parliament that they will undertake institutional reform, and in return the Council will decide on the entry into force of the Stabilisation and Association agreement. However the EU accession conditions, including the implementation of the Sejdic-Finci ruling (on discriminating election provisions), remain unchanged.
The new approach towards Bosnia and Herzegovina comes from a German-British plan proposed last month, which offers EU funds to Bosnia in return for institutional reform. The approach could overcome the continuing impasse in the accession process of BiH.
