The European Movement International will hold an event with Neven Mimica, European Commissioner for International Cooperation & Development to discuss mass population movements from the development perspective. Can and should EU development tools prevent or mitigate threats such as civil war, persecution, poverty and climate change which are often the main push factors for mass migration? The keynote speech by the Commissioner will be followed by a panel, featuring Judith Sargentini MEP and representatives from NGOs.

Malta Summit: Informal meeting of EU heads of state or government
In the morning, the 28 EU heads of state of government will address the external dimension of migration. They are expected to focus their discussions on the Central Mediterranean route and Libya. The afternoon session will be an occasion for the 27 leaders to prepare for the upcoming 60th anniversary of the Rome Treaties on 25 March 2017 and reflect on the future of the EU27.

At the public hearing Artificial Intelligence & Society, the EESC will start the discussion with participants from all corners of society on the broader impact of AI. The input and information gathered at this hearing will be implemented in an EESC Opinion on Artificial Intelligence that will be presented during the Plenary Session on 31 May and 1 June 2017 and feed into EU policy on AI.

What future for the euro? Threats and opportunities for stage 2 of deepening the Economic and Monetary Union
With all eyes turned to the March 2017 summit, on the occasion of the 60th anniversary of the Treaty of Rome, and to the upcoming Commission white paper on the future of Economic and Monetary Union (EMU), now is the right time to open an in-depth discussion with officials, economic experts and civil society representatives on the various threats and opportunities related to the completion of the EMU during stage 2, as outlined in the Five Presidents’ report.
In this context, the European Economic and Social Committee (EESC) is organising a public debate on the future of the euro and threats and opportunities for stage 2 of deepening the EMU. The aim of this debate is to support the necessary consensus-building on an ambitious roadmap for completing the EMU by 2025, as part of a global vision for the future of the EU.

Conference on Waste legislation review: regions and cities for a circular economy
This conference aims at highlighting the expectations of local and regional authorities on the waste legislative proposals towards the European Parliament and the Council, in view of their negotiations following the ENVI Committee vote on 24 January 2017. It will also discuss the progress on the European Commission action plan, including the implementation report and communication on waste to energy, which are expected to be adopted by the European Commission on 25 January 2017, and showcase experiences from front-running local and regional authorities in making the circular economy happen on the ground. The conference builds on the CoR’s opinions on the circular economy and the review of waste legislation.

Cross-border crisis management and natural disasters
The objective of this conference, organised by the European Committee of the Regions (CoR), will be to present best practices of cross-border cooperation in the field of crisis management, in preventing and dealing with cross-border natural disasters in European border regions and to identify remaining obstacles. The participants will also discuss the most frequent problems encountered as well as how to overcome them, and have the opportunity to hear good examples from around Europe as well as speeches from the CoR, EC and the UN.

Maltese Presidency

Monday 30 – Tuesday 31 January

Conference on HIV – with the European Centre for Disease Prevention and Control
As one of the Maltese Presidency of the European Union of the Council initiatives, a technical meeting will be held 30-31st January to bring together leading experts on HIV prevention and control from across the EU to discuss how Europe can improve its response to HIV and achieve the targets outlined in the Sustainable Development Goals, the actions agreed at the UN High-Level meeting on HIV/AIDS and those adopted in the Global Health Sector Strategy at the World Health Assembly. The experts will discuss practical evidence-based interventions and strategies, share achievements and examples of good practices and identify solutions to common challenges.  The priority areas where the EU Member States agree they should scale-up their efforts will be discussed and the proceedings of the meeting will be translated in a technical Malta Declaration.

Wednesday 1 – Thursday 2 February

High Level Group Meeting on Gender Mainstreaming
The High Level Group on gender mainstreaming (HLG) is made up of high level Member States representatives in charge of gender equality and gender mainstreaming at national level, and chaired by the European Commission.  The HLG meets twice a year in the Presidency country. The HLG meeting in Malta will in particular focus on advancing equal economic independence of women and men, combating gender-based violence and promoting gender equality and women’s rights across the world.

Friday 3 January

European Event on Violence against Women
The conference aims at bringing together entities and NGOs from various Member States to discuss research findings carried out by EU Commission, the European Institute for Gender Equality and the Fundamental Rights Agency in the field of gender-based violence;  share and exchange information on current practices to prevent and protect victims of gender-based violence;  explore practices adopted by various Member States in access to justice and services under the framework of the Victims’ Rights Directive and the implementation of the Istanbul Convention; and  elaborate on intersectional elements of gender-based violence and how these have an influence on current policy measures and service provision.

FRA at International mayors’ conference in Vienna on a better future for refugee children
During the Act.NOW conference, experts, MEPs, mayors, civil servants, NGOs and affected refugees, immigrants and local residents will exchange their knowledge, experience, ideas and approaches. The conference aims to allow participants learn from each other about the realities of refugee children in their home countries and to examine the realities and challenges children and youth face in the receiving countries. It should lead to the development of a holistic approach to address the needs and find solutions for a better future of all children.

Tuesday 31 January

FRA at Roma consultation meeting with civil society and international organisations
The Agency will participate in the next periodical European Commission consultation with EU umbrella Roma and pro-Roma civil society and international organisations on 31 January in Brussels. The meeting will discuss the follow-up to the 10th meeting of the European Platform for Roma inclusion, the midterm review of the EU Framework for National Roma Integration Strategies and the Roma integration measures reporting tool. The Agency will present its work in the area of Roma, including findings on Roma discrimination from its second EU minorities and discrimination survey.

Seminar with civil society 2017
The European Investment Bank (EIB) has the pleasure to invite all interested civil society stakeholders to Luxembourg for a seminar between civil society and the EIB Board of Directors. This is the sixth event of its kind, building on fruitful exchanges during the previous seminars. The first thematic session will be entitled “Environment and climate: trade-offs between key EU policy objectives” and the second will be entitled “Ensuring accountability throughout our investments”.  Finally, there will be a structured debate with the EIB Board of Directors.
